In a resealable plastic bag, combine flour, 2 tbsp sesame seeds, pepper, and red pepper flakes. Add chicken a few pieces at a time and shake to coat. Place chicken on a plate. Heat oil in a non-stick skillet or wok. Place chicken into skillet and cook until browned and cooked through, about 5 minutes. Remove chicken and set aside. Add onion and both bell peppers to skillet and cook until slightly browned, about 2 minutes. Remove and set aside. Add ginger and garlic to skillet and saute one minute, then add teriyaki sauce, honey, butter and remaining sesame seeds. Stir well and add chicken and onion/bell pepper mixture back to pan.
